Roswell enacts revised animal care ordinance with new rules and penalties

A revised ordinance on animal care and ownership is now in effect in Roswell, introducing several new regulations aimed at ensuring responsible pet ownership. Key changes include a ban on tethering dogs with specific exceptions, mandatory vaccinations for additional diseases, increased fines for violations, and a five-year prohibition on pet ownership for those convicted of animal abandonment.

The Roswell City Council approved the updated ordinance last December following extensive development by the Council’s Public Safety Committee. This process involved input from Animal Services, rescue groups, a retired veterinarian, and other citizens.

The ordinance primarily targets dogs but also applies to cats. Animals must be kept within a secure enclosed area or inside a residence rather than being tethered to objects. Exceptions are made for lawful events or activities where the owner is present or if deemed humane by a veterinarian.

New vaccination requirements have been introduced: dogs must now be vaccinated against parvovirus, distemper, and hepatitis in addition to rabies; cats require vaccinations against feline rhinotracheitis, calicivirus, and panleukopenia alongside rabies. The ordinance mandates microchipping and registration of pets as well as altering them to prevent reproduction.

Fines have been raised for various violations such as animals running at large or cruelty offenses. Penalties range from $50 to $500 depending on the violation type. Additionally, anyone found guilty of abandoning an animal will face a five-year ban on owning pets within city limits.

City officials plan stricter enforcement regarding permits required for breeding or selling pets—a stipulation retained from previous regulations.
